During a plenary session examining a proposed amendment to the electoral code, MP Anta Babacar Ngom urged President Bassirou Diomaye Faye to consider dissolving Senegal’s National Assembly, arguing that the current political climate requires a major institutional reset.

Addressing fellow lawmakers, Ngom maintained that the prevailing political context demands a reconfiguration of state institutions. She argued that Senegal needs a Parliament capable of effectively meeting both citizens’ expectations and the country’s current challenges.

At the same time, she criticized the continuation of the plenary session, describing it as a “forced passage” driven by the ruling majority. According to her, the process lacks broad consensus, particularly on such a sensitive issue as electoral reform.

Ngom also denounced what she يرى as a unilateral approach, warning that it departs from Senegal’s longstanding tradition of dialogue and consultation. She stressed that democracy goes beyond simple majority rule, requiring institutional balance and mutual respect, and called on her colleagues to prioritize consensus-building.

She further questioned the decision to fast-track the procedure, arguing that urgency is unjustified in a matter as critical as revising the electoral framework.

Her remarks echo concerns previously raised by several civil society organizations, which had urged lawmakers to postpone deliberations until wider agreement could be reached.

Through this intervention, Ngom has reignited debate over the functioning of Senegal’s institutions and the balance of political power within the National Assembly, at a time of heightened tensions surrounding electoral reforms.
